This role is responsible for leading and integrating all downstream operations, including supply, logistics, storage, and commercial activities, to ensure efficient, secure, and profitable delivery of petroleum products. The incumbent will play a key role in driving operational excellence, revenue growth, and strategic alignment within the downstream value chain.
Job Description

 1. Commercial Business Operations, Strategy and Compliance

-         Develops quantitative and qualitative market analyses aimed at exploring NAMCOR’s growth opportunities in the petroleum and gas industry.

-         Develop, review, and implement integrated commercial and operational policies, procedures, and frameworks that support downstream business performance, while ensuring full alignment with legal, regulatory, and Safety, Health, Environmental & Quality (SHEQ) requirements.

-         Lead the development and execution of downstream strategies, operational plans, and budgets to drive sustainable growth and operational efficiency.

-         Conduct market intelligence and competitor analysis across key segments to inform strategic positioning and enhance competitiveness.

-         Drive quantitative and qualitative market analysis to identify growth opportunities within the petroleum and gas industry and support data-driven decision-making. 

2.    2. Operations & Supply Chain Management

-         Create value for the organisation by establishing and maintaining efficient and resilient supply chain relationships with both domestic and international suppliers.

-         Design, implement, and monitor effective and efficient distribution channels for petroleum and gas products critical to the downstream business.

-         Oversee the procurement, storage, distribution, and delivery of petroleum products across the value chain.

-         Ensure security of fuel supply and continuity of operations, including the effective management of strategic storage and logistics infrastructure.

3.     3. Commercial and Revenue Growth

-         Lead and execute sales and marketing strategies to drive market share growth and improve overall profitability.

-         Oversee pricing strategies, contract negotiations, and customer relationship management to ensure competitiveness and long-term value creation.

-          Drive the expansion of retail networks and the commercial client base, including identifying and securing new market opportunities.

-         Monitor market trends, competitor activity, and customer demand patterns to inform strategic decision-making and optimise revenue streams.

-         Develop and manage strategic partnerships and key accounts to strengthen market positioning and ensure sustainable revenue growth.

-         Institutes brand and market development processes for   the Downstream operations to ensure that such processes help NAMCOR to become an industry leader. 

4.     4. MIS, Advice, Reports

-         Develop and implement advisory frameworks, and reporting processes aligned to strategic objectives.

-         Ensure timely, accurate, and relevant reporting to Executive Management, the Board, and stakeholders.

-         Provide data-driven insights and strategic advice to support performance improvement and decision-making.

5.     5. Fuel/Petroleum Mandate Allocations and Management of Stakeholder Relationships

-         Establish and strengthen structures, partnerships, and commercial relationships with fuel companies and suppliers to support the reinstatement and sustainability of supply and distribution mandates.

-         Develop and maintain strong, professional stakeholder relationships to enable an efficient, reliable, and resilient supply chain.

-         Engage key stakeholders proactively, including regulators, suppliers, and industry partners, to support business continuity and strategic objectives. 

6.     6. Financial Management

-         Develop and manage the downstream budget, forecasts, and cost structures in alignment with organisational financial objectives.

-         Drive cost optimisation and operational efficiency initiatives without compromising service delivery and supply reliability.

-         Ensure achievement of revenue targets and profitability objectives through effective financial oversight and performance management.

-         Monitor financial performance and provide strategic insights to support decision-making and long-term sustainability.

7.     7. Governance, Risk & Compliance

-           Ensure full compliance with all applicable regulatory, safety, environmental, and industry standards.

-           Identify, assess, and manage operational and financial risks within the downstream business to safeguard organisational assets and continuity.

-           Support internal and external audit processes and ensure adherence to governance frameworks, policies, and controls.

-           Strengthen risk management and compliance culture across downstream operations through effective controls and monitoring mechanisms.

8.     8. Leadership and People Management

-         Guides the development and implementation of staff members’ annual Performance Agreements (PAs) on regular basis.

-         Lead, develop, and inspire a high-performing downstream team aligned to the organisation’s strategic objectives.

-         Ensure alignment of the organisational structure, roles, and capabilities with operational requirements and business priorities.

-         Promote and embed a culture of accountability, safety, and performance excellence across all downstream operations.

-         Drive talent management, succession planning, and skills development to build sustainable organisational capability.

Job Requirements

-         Bachelor’s degree in engineering, Supply Chain Management/Commerce, Economics/Marketing/ or a related field

-         A master’s degree in business administration (or related field)

-         9 years relevant experience of which 5 (Five) years’ experience in a senior managerial position preferably within the commercial value chain of the                 energy/petroleum sector.

-         Experience in oil and gas downstream operations and supply chain management is an added advantage.
