To provide strategic leadership, governance, and oversight of the organisation’s Information and Communication Technology function, ensuring that ICT systems, infrastructure, and digital initiatives enable business performance, operational efficiency, cybersecurity resilience, and innovation in alignment with the organisation’s strategic objectives.
Job Description
  1. ICT Strategy & Digital Transformation

    -         Develop and implement the NAMCOR’s ICT strategy aligned to corporate strategy.

    -         Lead digital transformation initiatives to enhance operational efficiency and competitiveness.

    -         Identify emerging technologies and assess their applicability to the business.

    -         Drive automation, data analytics, and digital innovation programmes.

  2. ICT Governance & Compliance

    -         Establish ICT governance frameworks, policies, and standards.

    -         Ensure compliance with applicable laws, regulations, and standards (e.g. data protection, cybersecurity, and public enterprise governance requirements).

    -         Provide ICT-related inputs to Board and Committee submissions (e.g. Risk, Audit, REMCO where applicable).

    -         Oversee ICT risk management, including business continuity and disaster recovery. 

  3. Cybersecurity & Risk Management

    -         Develop and implement enterprise cybersecurity strategies and frameworks.

    -         Safeguard organisational data, systems, and infrastructure against threats.

    -         Monitor vulnerabilities and ensure incident response mechanisms are effective.

    -         Promote a culture of information security awareness across the organisation.

  4. ICT Infrastructure & Operations

    -         Develop and Oversee the design, implementation, and maintenance of ICT infrastructure (networks, systems, hardware, and cloud platforms).

    -         Ensure high availability, reliability, and performance of ICT systems.

    -         Manage ICT service delivery, including service desk and user support.

    -         Ensure alignment of ICT services with business needs and service level agreements (SLAs).

    -      Reviews and approves overall standards for computer hardware, business communication systems and software, in line with NAMCOR standards to facilitate co-operative processing and external communication.

    -         Improves the effectiveness and efficiency of IT processes, electronic services and systems

    -         Monitors operational performance against required service levels, standards and end-user expectations and directing corrective action where necessary. 

  5. Financial Management & Procurement

    -      Develops business case justifications and cost/benefit analyses for ICT spending and initiatives.

    -      Negotiates and administers vendor, outsources, and consultant contracts and service agreements

    -      Develop and manage the ICT budget in alignment with organisational financial constraints.

    -      Optimise ICT costs while ensuring value delivery.

    -      Oversee procurement of ICT systems and services in compliance with the Public Procurement Act.

    -      Manage vendor relationships and contracts.

  6. Data Management & Analytics

    -      Establish data governance frameworks to ensure data integrity, security, and accessibility.

    -      Drive data analytics and business intelligence initiatives to support decision-making.

    -      Promote the use of data as a strategic asset. 

  7. IT Project Management and Acquisition disposals:

    -      Where necessary, re-engineers applications support to ensure it aligns with business processes, tactical planning, and strategic vision.

    -      Identifies relevant ICT projects that supports business requirements. 

  8. Stakeholder Management

    -      Act as the primary advisor to Executive Management and the Board on ICT matters.

    -      Engage with internal and external stakeholders, including regulators, vendors, and partners.

    -      Support cross-functional collaboration to ensure ICT alignment with business operations.  

     9.  Leadership & People Management

                 -  Guides the development and implementation of staff members’ annual Performance Agreements (PAs) on regular basis.

              - Provide leadership and direction to the ICT team.

                  - Build organisational ICT capability through skills development and talent management.

                  - Foster a high-performance, accountable, and innovative culture.

                   -     Ensure appropriate organisational structure and resource allocation.

         

       

 

 

 

 

Job Requirements

-           Bachelors’ Degree (NQF Level 7) in Information Technology /Computer Science / Information systems or related fields

-           Master’s Degree (NQF Level 9) in Business Administration or in any ICT related field.

-           Minimum 10–12 years’ experience in ICT, with at least 5 years at senior/executive level

Professional Certifications (Advantageous)

-         Certified Information Systems Security Professional (CISSP)

-         COBIT

-         ITIL

-         Project Management Professional (PMP)
