- Assists the Procurement Manager with compilation or changes to the NAMCOR Procurement Policies and recommends the necessary procedures required for all major procurement processes.
- Systematically implements, monitors, and recommends reviews of procurement policies and procedures.
- Provides operational support and advice to management and staff in relation to procurement, contracting, and sub-contracting.
- Assist Procurement Manager with implementing and enforcing the procurement legislation and directives as issued by the Procurement Policy Unit.
- Coordinates medium- to high-value procurement processes (RFQs, RFPs, IFBs, ONB and OIB contracts, petroleum supply bids).
- Develops procurement strategies, evaluation criteria, solicitation documents, and sourcing plans.
- Review evaluation reports for completeness and compliance prior to submission to the Procurement Manager and Procurement Committee.
- Monitors contract performance, evaluate supplier KPIs, and track milestones.
- Ensures compliance with contract terms, including insurance, pricing, deliverables, and service levels.
- Coordinate renewal processes, contract amendments, and contract close-out documentation.
- Support dispute resolution and contract risk mitigation actions.
- Ensures effective utilisation of ERP procurement modules (JDE, or P2P systems).
- Identifies process bottlenecks and recommend improvements.
- Maintain accurate supplier data, procurement records, and audit trails.
- Manage and maintain open purchase order register.
- Analyses procurement spend, variances, and cost saving opportunities.
- Monitors and track procurement cycle times and SLA adherence.
- Allocates workloads, monitor performance, and provide coaching and on-the-job training.
- Conducts annual performance reviews.
- Maintains high ethical standards, impartiality, and confidentiality.
- Pursues continuous professional development supply chain certifications.
- Bachelor's in Procurement, Supply Chain, Logistics or Business administration.
- Professional qualification CIPS Level 4–6 will be an added advantage.
- 5 years’ procurement experience, with at least 2 years in a supervisory/tactical role or 4 years’ experience at a procurement officer level.
Special Requirements:
- Theoretical knowledge of Procurement and supply chain management practices and procedures
- Practical knowledge of Public Procurement Act No 15 of 2015 and its Regulations
- Practical knowledge of the implementation of Procurement Polices and Procedures.
- An understanding of NAMCOR’s procurement long-term goals, along with policies of the wider organization
- Supervisory Skills.
