Core Purpose of the Role:
To supervise and coordinate all HSE construction activities on site, ensuring safe, quality, and timely execution of works in accordance with project specifications, Sasol standards, engineering drawings, and statutory regulations. The role includes managing installation teams, subcontractors, commissioning support, and project documentation while maintaining a strong safety culture.
Key Performance Area's
Health & Safety
- Create a positive HSE culture at the sites working with Contractors to achieve zero harm
- Implement Company HSE policies, plans and procedures and ensure Contractor policies meet or exceed Company requirements
- Ensure cooperation between contractors on site
- Participate in design review/change meetings to ensure H&S aspects are considered
- Undertake at least weekly site inspections
- Conduct regular joint Contractor and Subcontractor inspections
- Chair monthly H&S meetings and ensure accurate minutes
- Facilitate monthly H&S Agent audits and ensure close-out of findings
- Monitor construction works for compliance with permits, legislation, and best practice
- Ensure plant inspections are carried out and operators are certified
- Ensure site inductions are developed, implemented, reviewed, and updated
- Ensure contractors operate permit-to-work systems (excavation, hot works, etc.)
- Maintain HSE risk registers for each site
- Lead incident investigations
- Track and analyse non-conformances, near misses, and incidents and ensure resolution
- Share lessons learned with project teams and stakeholders
- Monitor condition and availability of safety equipment and PPE
- Coordinate issue of PPE to project staff
- Review and update HSE documents based on standards and legislation
- Liaise with emergency services for preparedness and response plans
- Ensure legally required appointments are in place
- Review HSE training requirements for employees
- Review contractor HSE documentation prior to site arrival
- Approve contractor HSE files before work commences
- Review risk assessments and method statements before activities
- Advise Project and Site Managers on HSE concerns and resolutions
- Attend weekly construction meetings
- Ensure access control measures are enforced
- Ensure occupational health surveillance compliance
- Ensure First Aid and fire safety requirements are adequate
- Identify and implement health and wellbeing initiatives
Environmental
- Support ESO/ECO and contractors to ensure compliance with legislation and best practice
- Act as ESO where required
Construction & Site Supervision
- Supervise HSE function of contractors and consultants on site
Document Management
- Prepare health and safety related method statements where required
- Oversee and manage site-generated HSE documentation
Commercial
- Support commercial team with purchasing of site PPE
Communication
- Effectively communicate company values and objectives on site
Reporting
- Ensure all incidents, near misses and statistics are recorded on corporate systems
- Prepare monthly reports analysing trends and action plans
Quality
- Oversee construction quality processes with regards to HSE
- Raise, investigate, and resolve NCRs and issue to contractors
Design and Engineering Support
- Ensure HSE design issues are implemented and risk registers accompany drawings
Planning
- Assess contractor HSE systems at tender stage including budgets
- Support project milestones such as commissioning, grid connection, and COD safely
Interfacing with Stakeholders
- Liaise with landowners and authorities on HSE matters
- Induct third parties and visitors
Responsibilities
- Enforce compliance with MHSA, OHSA, Sasol SHE requirements, and permit systems
- Conduct toolbox talks and daily risk assessments
- Ensure personnel compliance with safety procedures and PPE
- Participate in incident investigations and corrective actions
- Ensure installations comply with Quality Control Plans
- Verify testing, inspections, and commissioning requirements
- Close out defects and maintain quality records
- Monitor schedules, progress, productivity, and reporting
- Verify timesheets and assist with procurement requirements
- Coordinate with multidisciplinary teams and attend meetings

Job Requirements
Qualifications:
- Compulsory registration with SACPCMP as HSE Manager
- Minimum NQF Level 6 qualification in HSE field
- GWO Basic Safety Training
Certified Training:
- Hazard Identification & Risk Assessment

- First Aider Level 3
- Fire Fighting
Experience:
- Minimum 10 years’ relevant experience in construction or renewable energy sectors
- Excellent working knowledge of Occupational Health & Safety Act and Regulations
- Excellent working knowledge of labour laws
- Valid driver’s licence
- NEBOSH International Certificate in Construction Health & Safety or SAMTRAC (Advantageous)
