The Construction Education and Training Authority (CETA) is a Schedule 3A Public Entity established in terms of the Skills Development Act, No.97 of 1998. It exists primarily to facilitate training and skills development in the construction sector within the context of the National Qualifications Framework (NQF) Act. The CETA has its licence period that will expire on 31 March 2030.
Job Description

JOB PURPOSE AND PROFILE:

The purpose of the role is to provide specialist expertise and support to the Manager: Risk Management by facilitating and guiding in risk assessment, risk mitigation plan, risk reporting and risk monitoring, including fraud prevention, ethics management, universal compliance management and business continuity management.

RESPONSIBILITIES:

  • Implement the risk management policy framework as it relates to risk management, business continuity management, compliance, and ethics.
  • Implement the risk management plan, fraud prevention strategy, business continuity strategy, compliance, and monitoring plan.
  • Implement the risk appetite framework and combined assurance model.
  • Monitor the strategic, operational and projects risk profiles, including risk support to management, risk awareness and assessment of adequacy and effectiveness of risk mitigations/controls.
  •  Provide support in risk management’s administration.
  • Compile, assess and report risk information to management and the risk management committee.
  • Monitor the Risk Register, analyse the quarterly audit reports and any potential changes in the environment which affect the risk profile.
  • Facilitate the management of risks emanating from strategic and operational activities.
  • Provide input and support in preparation for internal and external audits.
  • Assist in the development and monitoring of audit action plans.
  • Conduct control effectiveness and compliance audits.
  • Monitor policies and procedures for appropriate risk measures.
  • Compile risk compliance reports on a monthly and quarterly basis.
  • Investigate and coordinate responses to queries and issues, implementing action plans for gaps identified and finalising reports.
  • Ensure effective and efficient business unit records management.
  • Ensure adherence to all relevant risk management and CETA laws, policies, and standard operating procedures.
  • Perform all duties and responsibilities in line with applicable Acts, Regulations and per CETA relevant policies and procedures.
  • Facilitate the implementation of risk management systems across business units.
  • Conduct Enterprise Risk Management Systems training.
  • Ensure the effective use of the Enterprise Risk Management system.
  • Prepare quarterly report on the status of Risk mitigation plans.
  • Ensure compliance with Enterprise Risk Management Policies, Procedures, and related Acts.
  • Provide the internal and external auditors with necessary documentation timeously.
  • Facilitate and implement Enterprise Risk Management workshops.
  • Provide input into Enterprise Risk Management policies, procedures, forms, and process flows.
  •  Implement, Enterprise Risk Management policies and procedures.
  • Contribute to the review and update of the CETA policies and procedures.
  • Prepare and submit to supervisor accurate, complete, and credible monthly reports as required for consolidation and tabling at monthly EXCOs.
  • Ensure all work performed is backed-up regularly as per ICT polices onto the CETA electronic servers.
  • Apply / implement and undertake all activities and duties in line with policies, procedures and relevant laws and regulations applicable to the task at hand.
  • Attend risk, compliance, ethics and fraud prevention updates meetings, trainings and workshops as scheduled by CETA.
  • Contribute to the risk maturity levels at the CETA.
  • Follow protocols and report suspicious activities, corrupt or fraudulent activities that one is aware of; onto the CETA whistle blowing and fraud prevention hotline.
  • Ensure that all relevant CETA registers, reconciliations and regulatory reports are compiled and submitted on time.
  • Promote a Risk Management culture within the organisation through risk workshops and awareness sessions.
  • Promptly and attentively respond to customer requests and queries within established parameters and timeframes.
  • Conduct induction and training workshops as and when needed.
  • Liaise with internal and external stakeholders.
  • Provide training and promote advocacy of risk management, compliance management, business continuity management and fraud management.
  •  Attend and address all stakeholder queries timeously and effectively.
  • Live and demonstrate exemplary behaviours driven and anchored on / by CETA values.
  • Ensure that on-the-job training, learning, and development is taking place.
  • Share and play an effective role in ensuring that teams assist in achieving of strategic goals and mandate of the CETA.
  • Supervise, empower, coach and /mentor interns that are assigned to the business unit.
  • Contribute to the financial sustainability of CETA by ensure no wasteful and fruitless expenditures are incurred in the area of responsibility.
  • Ensure that is assisting the business unit to operate within the allocated operational budgets.
  • Attendance to development workshops and interventions as per agreed Individual Development Plan (IDP).
  • Timeous submission of performance agreements and reviews.
Job Requirements

DESIRED SKILLS, EXPERIENCE AND COMPETENCIES

  • Bachelor’s degree/Advanced Diploma (NQF 7) in Risk Management/ Compliance Management/ Bachelor of Laws (LLB) and Accounting
  • Minimum five (5) years Business Risk Management and or Auditing experience
  • Knowledge of legislations governing the CETA is advantageous.
  • Registration with the institute of risk management South Africa as a risk practitioner or studying towards this qualification.

    OTHER REQUIREMENTS: 

  • Valid Driver’s License
  • Flexibility in working hours will be required to meet demands of the role.
  • May be required to work overtime.
  • May be required to travel when required.

    Advantageous:

  • Certified Risk Practitioner (CRPrac) or Certified Fraud Examiner.
  • Membership with the Institute of Risk Management of Southern Africa (IRMSA), Compliance Institute (SA) or Association of Certified Fraud Examiners (ACFE) or other related Institute

Remuneration and Benefits:

Remuneration for this role is a market related package per annum, in line with the CETA remuneration Policy and the applicable salary scales.

The appointment will be a long-term appointment linked to CETA licence, subject to satisfactory performance as per Performance Management Policy of the CETA.
