Job Description

Job Purpose

To lead and execute the organisation’s skills development strategy across multiple business entities, ensuring full legislative compliance, maximising BBBEE contribution, and driving workforce capability in line with business objectives across the automotive, security, and business administration sectors.

Key Responsibilities


Strategic Skills Development

  • Develop and implement a group-wide Skills Development strategy aligned to business objectives
  • Align learning interventions across automotive, security, and administrative service divisions
  • Provide strategic input into workforce planning, talent pipelines, and capability development

Compliance & SETA Management

  • Manage full compliance with the Skills Development Act and BBBEE Codes of Good Practice
  • Oversee submissions and reporting requirements to multiple SETAs including:
  1. MERSETA
  2. SASSETA
  • Other applicable SETAs linked to business operations
  • Compile and submit Workplace Skills Plans (WSP) and Annual Training Reports (ATR)
  • Prepare for and manage SETA audits and verification processes
  • Maximise discretionary and mandatory grant funding recoveries

Learning & Development Execution

  • Conduct organisation-wide skills gap analysis and training needs assessments
  • Design and implement targeted training interventions, learnerships, internships, and bursaries.
  • Oversee implementation of technical, compliance, and leadership development programmes across all entities

Stakeholder Management

  • Liaise with SETAs, training providers, and internal business leaders
  • Act as a strategic advisor to management on skills development and transformation initiatives
  • Build strong relationships across multiple operational divisions

Reporting & Governance

  • Deliver accurate monthly, quarterly, and annual skills development reports
  • Provide insights on training spend, ROI, and BBBEE impact
  • Present findings and recommendations to senior management and EXCO
  • Ensure accurate record-keeping and audit readiness at all times

Job Requirements

Minimum Requirements

  • Degree in Human Resources, Industrial Psychology, Education, or related field
  • 6–9+ years’ experience in Skills Development | Learning & Development
  • Proven experience managing WSP | ATR submissions and SETA engagement
  • Strong working knowledge of MERSETA, SASSETA, and related SETA requirements
  • Experience in multi-industry or group structure (automotive, security, or services environment advantageous)
  • Strong BBBEE skills development exposure
