Job Description

(a)       Main Purpose of the Job

 

The main purpose of the job is to provide strategic leadership in the creation of a dedicated information, data management and analytics service to encompass two distinct functions: production of internal corporate metrics and analytics for management information and monitoring of operations and performance, and an integrated data management and analytics service for policy and regulatory purposes.

 

(b)       Key Responsibilities

 

  • Provides strategic direction to the Bank through the development and implementation of data management and statistical analysis policies and frameworks for the Bank;
  • Advises the Governor and the Deputy Governors on all matters affecting statistics activities and prepares research briefs and policy recommendations based on the statistics;
  • Provides leadership, direction and management to the Statistics, Data Management and Analytics team to ensure effective implementation of the department mandate; 
  • Oversees the production of internal corporate metrics and analytics for management information and monitoring of operations and performance, which involves consolidation, standardisation and layered reporting/dissemination; 
  • Leads and guides initiation of research and statistical analysis and provides general analysis guidelines in areas including money and credit, interest rates, balance of payments, public finance, public debt, exchange rates, prices, incomes, and employment; 
  • Oversees the development and operation of the Bank’s statistical models and assist in the preparation of economic briefs and updates; 
  • Provides guidance in the preparation of estimates and forecasts of balance of payments, the international investment position and external debt statistics; 
  • Oversees development and implementation of tools and strategies to translate raw data into valuable business insights for effective data analysis and reporting; 
  • Provides leadership and guidance in the development of an integrated data management and analytics service for administrative, policy and regulatory purposes, which includes structure of the financial system, prudential, financial, payments, currency, monetary and external sector statistics; 
  • Assesses, among others, prospects for Big Data and integration of such into the Bank’s information management and analytics frameworks; 
  • Oversees the production of the Botswana Economic and Financial Statistics publication and data disseminated to external stakeholders; 
  • Leads formulation and implementation of strategic statistical research and data informed administrative, economic and regulatory policies for the Bank, provision of advice to Government and contribution to national policy development and responses; 
  • Provides strategic input in the formulation of economic and financial sector policies, among others, participation in various internal and inter-agency committees: currently, Banking Committee and bilateral meetings with banks, Exchange Rate Committee, Investment Committee, and Bank of Botswana and Ministry of Finance Working Group; 
  • Oversees and ensures correct interpretation and implementation of Bank policies, procedures, statutes, byelaws and any other pronouncements; 
  • Guides implementation of updated compilation and publication methodologies arising from relevant manuals covering international standards in statistics; 
  • Oversees the preparation of statistical and economic briefing papers for the Governor and the Board and makes presentations at seminars as and when required; 
  • Develops annual operating budgets and establish proper internal monitoring and control systems;
  • Collaborates with other statistics producing agencies to reduce multiple points of contact for banks and other entities that provide data to the Bank on a regular basis; 
  • Liaises with the relevant Government ministries and international institutions such as the IMF, Macroeconomic and Financial Management Institute of Eastern and Southern Africa, and other local organisations such as Statistics Botswana on statistics, data management and analysis, as well as reporting issues; 
  • Mentors and coaches employees, guides and supports them to ensure seamless succession onto higher roles; 
  • Manages and evaluates the performance of staff and provides guidance, advice, and feedback on performance improvement.
Job Requirements

Doctoral degree in Statistics, Economics or related field, plus at least eight (8) years post qualification experience in statistical analysis and applied economics, preferably in the area of macroeconomics, microeconomics, international trade, public finance, monetary economics and data analytics, four (4) of which should have been served at senior management level in a medium to large scale organisation;

Master’s degree in Statistics or Economics and at least 10 years post qualification experience in statistical analysis or applied economics, preferably in the area of macroeconomics, microeconomics, international trade, public finance, monetary economics and data analytics, four (4) of which should have been served at senior management level in a medium to large scale organisation.
