The SACAA has an exciting opportunity for a Dangerous Goods Inspector within the Aviation Security Division.
The Inspector will regulate, monitor, and enforce safe transportation of dangerous goods by air following the ICAO Technical Instructions and the Civil Aviation Regulations.

Job Description
PURPOSE OF THE JOB
- To regulate, monitor, and enforce safe transportation of dangerous goods by air following the ICAO Technical Instructions and the Civil Aviation Regulations.
- To promote aviation safety and a culture of awareness for safe transportation of dangerous goods by air.
- To promote safety and security culture in civil aviation.
Oversight activities – Inspections. Audits
- Plan inspections and audits as per laid-down ISO Procedures
- Conduct oversight activities following set guidelines and submit comprehensive reports
- Evaluate risk assessment reports and make appropriate recommendations
- Conduct risk assessments and recommend mitigation measures
Administration
- Perform job-related administration tasks.
- Compile and submit management reports as required.
- Create and maintain a database of allocated clients.
- Create and maintain a database for non-compliances on the findings register
- Handle internal and external correspondence through the Manager: Dangerous Goods.
- Maintain the AVSEC Documents management relating to Dangerous Goods as per the SACAA records management procedures.
- Assist the administrator with certification related queries
Enforcement and Compliance
- Conduct investigations of reported undeclared and misdeclared dangerous goods consignments to determine compliance with Part 92 and associated regulations
- Follow-up on all reported non-compliance incidents and cases
- Initiate enforcement action for cases of non-compliances meriting enforcement action in line with the Enforcement procedure
- Compile reports of all major and severe to the Enforcement Committee.
- Provide technical expertise during incident and accidents investigations when required
Development of Regulations
- Participate in the process of developing and amending legal instruments related to aviation safety
- Develop technical guidance materials and promotional materials
Certification of training organisation to train dangerous goods
- Review Applications
- Review relevant manuals in compliance with Part141 and Part 92
- Conduct facility check and Demonstration.
- Compile final report and certification pack
Personnel certification for Dangerous Goods instructors
- Formulate and revise examination papers.
- Deal with administration related to examinations.
- Conduct examinations
- Conduct instructor practical assessments
- Follow up on certification.
Documentation review and approvals
- Review and approval of operators and other entities manuals as per service level agreement (Airport authorities, Cargo handling organisations, Couriers, Packers, Airline operators, training organisations)
- Maintain communication with clients.
- Follow up on fees and certification.
Certification of organisations to handle or transport dangerous goods
- Certification of the operators to transport dangerous goods as cargo
- Certification of Dangerous Goods Packing organisations to pack dangerous goods for air transport.
- Certification for cargo handling organisations to handle dangerous goods for final acceptance for transportation by air.
Applications for Exemptions, Special Approval and Foreign Operator permits
- Process applications following ICAO TI and ICAO TI (Supplement).
- Monitor adherence to the requirements of ISO procedures.
- Submit exemption recommendations for the Director’s consideration through legal and ensure the approval letter(s) is received by client, where applicable
- Ensure timeous work is done on the foreign operator permits
Liaison and Communication
- Participate in initiatives to promote the safety in relation to Dangerous Goods
- Develop DG and Security related promotional material for events/campaigns.
- Initiate and participate in DG/Security awareness campaigns.
- Actively participate in other events requested by the Comms department such as career promotions and airshows. Act as a liaison between stakeholders and SACAA at a local level.
- Provide industry feedback to the pertinent authority and SACAA
General
- Perform any other function for Cargo Security and Dangerous Goods Department as and when required.
Job Requirements
Minimum Qualification:
- National Diploma in Administration or Relevant Equivalent Qualification
- Dangerous Goods Certificate(s) Current Group A
Added Advantage:
- Degree in Safety Management or relevant equivalent qualification
- Assessor and/ or Moderator Certificate(s)
- Train-The-Trainer Course/ Certificate
Experience:
- 3 years Aviation Security or Dangerous Goods experience or relevant experience
- Experience as an Instructor in Dangerous Goods would be an added advantage
